Certificate in Evaluation (CiE)

The CiE Certificate program covers 2 components as follows:
CiE (Evaluation Manager) (EM): This is a special Certificate Program for would be evaluation managers within organizations who have to design,commission and carry out evaluations within their organizations but not actually conduct the evaluation themselves. Every organization needs to carry out formative and summative evaluations of their programmes and projects and/or policies etc and this requires the evaluation manager to design and manage such evaluations in an informed and credible manner. The CiE (EM) provides participants with knowledge, skills, and competencies needed to enable them to manage such evaluations for their organization (or for other organizations).
CiE (Credentialed Evaluator)(CE): This is a special Certification program for aspiring evaluators who wish to obtain knowledge, skills, and competencies in evaluation to enable them to become competent credentialed evaluators. Participants who successfully complete the CiE (CE), will be certified to have attained the relevant level of knowledge, skills and competencies at various levels to be able to design and carry out evaluations at different levels and scope. This credential is recognized by the Malaysian Evaluation Society (MES) and is in the process of obtaining recognition by the Malaysian government.
The CiE (Credentialed Evaluator) program is offered in various stages as follows:
1. Basic Level: This certificate is the basic level certificate and participants who have successfully completed this program will have attained a basic minimum level of knowledge, skills and competencies in evaluation and related topics. This will enable them to:
a. carry out basic evaluations covering simple programs/projects along with suitable team members who are subject matter specialists.
b. design and manage evaluations;
c. design and carry out simple evaluations of programs/projects (excluding policy evaluation);
d. manage simple evaluations and evaluation teams.
Prerequisite: Basic degree or Diploma; some basic experience in quantitative/statistical analysis would be preferred. No prior working experience required.
2. Intermediate Level: This certificate is for participants who have already undergone and completed the basic level certificate program. This certificate will attest that the participant has attained a level of knowledge, skills, and competencies in evaluation at the Intermediate level. Graduates of this Certificate level will have attained sufficient knowledge, skills and competencies in evaluation and related areas to enable them to:
a. become trainers in basic evaluation;
b. carry out evaluations of programs/projects that are mid-range in terms of scope and complexity (as defined by the Malaysian Evaluation Society);
c. design and manage evaluations for their organizations.
Prerequisite: Basic Certificate in Evaluation. Exceptions may be allowed with Demonstration of Learning & Experience in the field.
3. Advanced Level: This is for people who have completed the Intermediate level certificate and is targeted at producing evaluators with high degree of knowledge, skills, and competencies in evaluation and related areas. Graduates of this Certificate will be able to:
a. carry out evaluations at the intermediate and advanced levels;
b. carry out policy evaluations;
c. carry out basic consultancy work for organizations on evaluation and related areas;
d. carry out training on evaluation for organizations.
Prerequisite: Intermediate Certificate in Evaluation. Exceptions may be allowed with appropriate Demonstration of Learning & Experience in the field.

Part I 2 weeks (16-28 February, 2020)
Part II 1 week (20 - 24 April, 2020)
Part III 8 weeks (Project Work: April-May, 2020
